Figuring fringe benes and total comp.

How do I treat paid time off when figuring a fringe benefit percentage and total compensation / employee? Is the cost of paid time off added to the base salary number, or is that included as part of the base? I know FICA (& the other taxes) are figured off of the base, and then I add on employer insurance contributions. But I am hazy about how to count PTO. Is there anything else I should be counting?

If anyone could help me, I would greatly appreciate it. I am back in school, but I have not gotten to "Figuring Compensation" class yet. Thanks.
