Past Bonus Withholding Rates

I understand that bonuses, as supplemental wages, are supposed to be taxed at a flat 27%. Does anyone know what the percentage has been over the last several years? Has it always been a relatively high, flat rate? Last year I looked like the bad guy because my predecessor had done the withholding incorrectly for several years, and I need to be better informed.

As a former Payroll Specialist I can tell you it has always been high. It just recently dropped to 27%. It has been dropping for the past 2 or 3 years by .5% When I first started payroll a few years ago it was 28.5%. I know you look like the bad guy, but you gotta do it.
