Travel Time to Corporate Office for Exempt Staff

We have an employee in Western mass. whose regular job it is to visit a site in Western Mass. Twice a month she is expected to meet at our HQ, 3 hours away. My understanding is that this is considered work time because it is a condition of the job as opposed to her regular commute. However, what does this really mean for an exempt person? it sounds to me like she gets to make the 3 hour drive on the same pay whether the drive time is before work hours or during work hours. But there is something in the regulations about travel time not being work time if it takes place outside regular business hours (9-5 for us). How does that factor in?
