Designing a wage structure - help!

We have approximately 65 employees with 38 job titles. I have been given the goal of designing a wage strucure for our company. We do not have the funds to hire a consultant. Currently, we have job descriptions in place and I am obtaining a current wage survey for our area.
I have the following questions:
Which evaluation method have you used?
What type of compensable factors have your used?
Do you tie your performance evaluation process to your wage structure?
