Cost of Living adjustments

Hello,
We are a sales company and we have sales offices in 27 states nationwide. In the past, we've always done a cost of living analysis to see how much different it costs to live in the different states. We also include this factor percentage when hiring new employees for that state or adjusting salaries when we have internal relocations. My problem is that the company I used to use was DOWDEN & CO. out of PA. They are no longer providing these reports. I then went to another company named A.C.C.R.A. They provide similar reports. However, there are many states that they do not have index information for. Can anyone out there tell me if they do similar things in their company? If so, what research company do you use to aquire these cost of living analysis reports? Also, if you don't use the reports at all, but use other methods to adjust employee salaries to the various states, I'd love to hear your ideas as well.
