Potential rehire

An ex-employee has been mentioned as a possible rehire.
Before this employee left ( after one year four months of service),
back in July 2000, he had FIVE garnishments attatched to his wages at one single time. It was a headache to keep track of all this , and act as this man's bill-payer.Is there any way NOT to hire him based on his prior garnishment
record with us, as I have no desire to go through all that again? Also,when this man left us , he took his company-issued uniforms with him and did not return them. Beacause we were using a uniform service at that time, the company ended up being billed over $ 400 - and the company owner blew his top at me about the uniform service, which we eventually stopped using.
