Start of work day for employees who travel

We have employees who travel throughout the day. They have the choice of starting the day at home or at the office. If they start at home we have not been paying them for travel time to the first visit. They are doing some preparation for the day at home, downloading laptops, etc. Does anyone have a similiar situation and how do you handle it?

Since the employee starts working at home that would seem to be the first work site of the day and subsequent travel would therefore be between worksites, and as such payable as time worked.
