Health Benefits Eligibility

The eligibility threshold for health benefits is 3 days/24 hours per week for our part time employees. We have a pool of "casual" employees in our Senior care dept. They work as needed; it may be 5 days one week and nothing for the next two weeks or it may be two evenings per week.
The problem: I now have a casual employee who is working two of our jobs. In addition to her part time 2 day per week job she is working a "casual job" usually 2 days per week. Both jobs are ineligible for benefits, however, this places her over the standard threshold of 24 hours per week regularly.
What would you do?

Is she likely to continue both positions? If yes add her to the plan. If not explain to her why she is not eligible due to one of the positions being a temporary position.
