Lay-offs & Unemployment

About twenty of our employees will be laid off for 4 weeks this year, and we can't seem to get consistent answers to the following question:

Must an employee use up all paid vacation before they're eligible for unemployment benefits?

No, unless your state law requires otherwise. In fact, an employee going out on layoff should NOT forced to use their vacation.
