Admin fee increase - COBRA??

We just received notice from our COBRA administrator that they are increasing their admin fee from 2% to 2.5%. I've never seen this before and in reviewing COBRA regulations on DOL site, I wonder two things:
1. Is the 2% admin fee regulated by the COBRA law so that administrators cannot increase it? I suspect this answer is no, so ...
2. If the COBRA administrator increases the admin fee, can we charge the full 2.5% to participants or must we absorb the .5% above what's outlined in the COBRA regulation?

Strange I know, but I just hadn't ever encountered this one before. Thanks!

Since I posted my question, I did some more digging and feel fairly confident that we (employer) will need to absorb the .5% above 2% for admin fees. Sorry to have cluttered up the board!x:-(
