FSA and SAR.....HELP?

I have never filed a summary annual report for an FSA before. Our FSA company is telling us we do not have to while our corporate attorney is saying yes we do. Does anyone know the answer? Our FSA is with ADP so in general I trust their advice and they say that they have never heard of this before.

Okay, dumb question, what's a FSA?

Our attorney is basically insisting that we do an SAR for FSA. I can find any laws that tells me I should or should not do one.
