seniority date for p/t to f/t

When a part-time employee changes to full-time, we have counted the part-time years as half years to determine a seniority date. This affects the vacation accrual, which increases with years of service.
For part-timers who are benefit eligible, Vacation time is based on the same table we use for full-timers, but the accrual is half.
So, here is our contradiction: p/t who stays p/t gets half the f/t accrual but we have always progressed them up the years of service year by year. But if p/t changes to f/t we count the p/t years as only half years of service.
Does anyone else do it like that? Do you think it is a problem or does it make sense to do it that way?
