Continuation of COBRA

I have an ex employee who opted for COBRA. 1) He always pays his premium 28-30 days late (because by law he has 30 days to pay as I understand) and now 2) he has just been diagnosed with Leukemia.

My problem is that he has not paid his February premium yet, but he is in the hospital.

What do I do?

If he does not pay by March 3rd can I terminate his health insurance?

Can you terminate if he doesn't pay timely? Yes you can - so long as you'd do the same for any other person on COBRA. If you've ever given anyone else a break for a late payment, you'll need to do the same for him.
