Donation of Vacation/PTO

We have not previously had a policy governing this issue, and I have been designated to write one. I noticed that several of the examples I received had stipulations regarding the monetary value of each hour of donated time and at what hourly rate it would be computed. Are there legal ramifications to this issue that I am unaware of? FLSA, FMLA etc.....
