How Do You Handle Outside Compensation?

I'm interested in how organizations, particularly educational, R&D, legal or other professional service organizations, handle outside compensation for employees. What guidelines do you have in place for employees collecting fees for participation on advisory boards, proposal review panels for funding agencies, conferences and speeches, and the like? How about for straight out requests for consulting on their own time?
