write-offs for deductibles

We are a healthcare provider system interested in offering a discount on the deductible if our facilities are used for healthcare. Our recent choice of a health plan for our employees lowers the premiums but increases the co-insurance. We'd like to help defray those costs by providing a 50% discount of the deductible up to a maximum amount per participant per plan year. We would not offer this for services provided elsewhere. We've heard of another facility doing this but no one can tell us who a resource would be for compliance questions. Does anyone know of a compliance resource? Ours is a Section 125 plan. Thank you.
