Disability Package offering

We are a small company considering offering a Disability package to our employees. We have been discussing offering an employee funded long term package, while employer picks up the tab for the short term disability for employees with more than 5 years of full time service. Those with less than 5 years full time service would have the option of an employee funded short term disability.

My question:
1. Is there any legal implications or discrimination involved in offering the employer paid short term disability benefit for the employees with 5 or more years of service, while those with less than 5 years of service are employee funded?
