You might try Thomas, the Library of Congress search engine, if you're looking for proposals that have actually been introduced in Congress.
But the big changes in FMLA that are expected in the short run are the proposed regs that are being worked on in the Department of Labor.
There are several articles in the HR Answer Engine on that subject. In the pull-down box for states, choose the last entry, "Federal." Choose the current year, or include last year as well.
You can also email the offices of Ted Kennedy, Barney Frank, Barack O'Bama, Patrick Leahy, Barbara Boxer, Hillary Clinton and Nancy Pelosi. All of those, and a handful of their compatriots have proposed expanding the Act to further burden the employer community.
You might also want to include in your report the fact that President Clinton proposed the Act be broadened to include trips to the veterinarian and attendance at school plays. And don't overlook the fact in your paper that those sorts of ludicrous proposals carried with them that the leave be paid as well.

On a lighter note, I would be interested in the aspect of veterinary visits being covered by fmla. I have no children, so don't really get the opportunity to exercise those fmla rights. However, I do have lots of cats.
Vet visits are not covered now - most companies will not even allow EEs to use their sick time for this purpose. That does not prevent our EEs from trying it though.
