FMLA for Care of Parent in Another Country

I need a quick answer. I have an employee who is requesting FMLA to care for a parent who's having surgery. The parent lives in another country. My Certification of Health Care Provider form lists who is considered an authorized health care provider and it doesn't list anything about foreign doctors. How does FMLA work for this situation? Do I still need the Certification form? Does it apply?

Look specifically at number 5. Follow your same procedures in that give the certification form to your ee & have them return it to you completed by the doc.

I hadn't looked at this in a long time. I've always considered a nurse practitioner to be a 'health care provider' under the ACT because they meet the definition provided in (b) 2 of the site you posted. But, in looking further down, I notice that they seem to be excluded in (c) if they are not authorized to practice WITHOUT the general supervision of another (a doctor). It's my understanding that in this state they are under some sort of general supervision of a medical doctor, thereby having certain exalted privileges. I'm not sure if I'm conflicted over this or just need to knock off for the day.
