Holiday Pay/TTD Benefits In Iowa or In General

Our Union contract states employees are not eligible for Holiday pay if they are "eligible to apply for and receive disability benefits". Our Manager interprets this to cover both personal absences (STD benefits) and work-related absences (TTD benefits). We require our employees to file for FMLA for W. Comp. lost-time injuries. Is this OK are are we violating anything?
