Bonus while on FML

We provide performance bonuses for employee's quarterly. The policy has been that if an employee has not been on the job for a percentage of the time, they do not receive it. Does anyone know if an employee is on FML whether or not they should receive it even though they have not been performing any duties to earn it?

The regulations categorize bonuses in the two following ways:
• Attendance and Safety. If you give a bonus to an employee for perfect
attendance or safety, you cannot count an employee’s FMLA absence
against him when calculating this bonus.
• Performance and Production. If you give out a bonus based on
employee performance or production, you must pay the bonus to
employees on FMLA leave in the same way you pay other employees
who are on either paid or unpaid leave.
