FMLA

We hire an individual on April 9, 2002 as a substitute, on June 25, 2002 she went to part time. She started taking FMLA 4/21/03. To count the 12 months and hours do I go back to when she was hired as a sub or when she went to full time? I was looking in the FMLA manual and didn't find my answer there.
