We hire an individual on April 9, 2002 as a substitute, on June 25, 2002 she went to part time. She started taking FMLA 4/21/03. To count the 12 months and hours do I go back to when she was hired as a sub or when she went to full time? I was looking in the FMLA manual and didn't find my answer there.

She must have worked 1250 hours during the previous 12 months. Does not matter if she was full time or part time. Under your scenario, you would count backwards from the day her leave began 12 months and if she had worked the 1250 hours she would qualify.
