FMLA - Can we allow broader rights for some employees?

Can a law firm grant all secretaries and administrative staff their FMLA leave rights and, at the same time, maintain a policy that associate attorneys can have broader leave rights? (For example, a pregnant secretary is afforded 12 weeks unpaid maternity leave while a pregnant attorney can take up to 6 months of paid leave.)

In my opinion, though, this will probably just anger the staff.
