IU Approval - Can Someone Explain????

Let me preface this by telling you I am in WI...

I had an EE who I hired to work on our 2nd shift. PRIOR to interviewing her I contacted her and asked her if she would be interested in working 2nd shift. She stated that shift preference was of no concern to her. During the interview I asked her, again, about 2nd shift and, again, she responded that shift did not matter to her.

I hired her and she began working. After working for 9 days she informed her supervisor that that was going to be her last day - no reason, no explanation. I figure we have nothing to worry about due to her resigning.

I get the standard phone call from the UI division, provide the appropriate information, no questions are asked regarding whether or not there was a reason given for her resigning. The EE told the UI division she resigned. Again I figure no problem.

Today I get the decision and it states, "The employee accepted work for which she could have refused for good cause. She quit within the first 10 weeks with the same good cause."

"The employee was a machine operator working on the second shift. Per labor market information, the shift is substantially less favorable for the employee because less than 25% of similar jobs in the employer's locality consists of work on the second shift."

BENEFITS ARE ALLOWED

HUH????

Can someone explain how an EE can simply walk off a job, provide no reason or explanation and STILL get UI???
