Help! My company has just opened a new office in Texas. I need to put on my application that whoever I hire must be able to speak, write and understand English. It is not necessary that English be their 1st language but we are trucking company and haul very hazardous chemicals. It is VERY necessary that they be able to communicate with anyone that might answer the phone if there is an accident. Not looking for an accident but you never know!
If anyone has any suggestions or wording for our application I would greatly appreciate the input. I do have personnel in Texas that speaks fluent Spanish however, we do not expect that person to be on call 24 hours, 365 days a year.

FMCSA Regulations, subpart B 391.11 -General qualifications of drivers. (b) Can read & speak the English language sufficiently to converse with the general public,... to respond to official inquiries, and to make entries on reports and records;
As the person will have to communicate with CDL drivers, I see no reason the same qualification for drivers could not be applied to a non-driving position.
