Plant Closing

We are a manufacturing facility and the plan is to move the operation to another state over the next 2 to 3 years. I have 2 issues. One is the development of a retention program so our employees (both assembly line and technical/engineering staff) stay till the end. The second issue is developing an incentive for personnel to remain productive. If anyone has experience in these areas that they can share, it would be helpful. I also would like to know where I can get some specific programs that have been used successfully so I can benchmark against them.
