Employee Getting Into Another's Mailbox

We have individual mailboxes (actually open slots) where each employee's mail is delivered daily. We have someone who likes to look through other's mail, but not open it. Does anyone have a mailroom policy or another policy that would cover this? It's good that the mail is not being opened, but if another employee walked up and saw this it could appear that there is an impropriety happening (or if mail ended up missing). Thanks for any input.

We have a program worked with the local high school for an intern that works every afternoon and Saturday monrning. Their primary duty is delivering inner office and U.S. mail through out the office and then carry outgoing mail to the post office. This works very well for us.
