Attendance Points

Jan 1, 2005 we introduced a no-fault attendance policy. We give all employees on Jan 1, 48 personal hours and 6 No-Fault points to use through out the year. The employee can take personal time to cover absences and tardies or points. It's their choice unless they use all personal time at which time they would be forced to use no-fault points. We are going to introduce Part Time employment in the near future but will offer no benefits. What would be a fair amount of points to offer part time workers since they will not have the ability to use personal time to cover time off?
