Performance Evaluations

I have a manager that reports to the CEO that is retiring in about two weeks. We have an automated systems that generates performance reviews two weeks prior to the due date. Does it make sense to ask the CEO to do a performance review for an individual that is retiring two weeks from now? If one contends that performance evaluations address past performance and future goals then this evaluation would fufill only 50 percent of its objective.

It sounds as though someone is trying to avoid any addt'l effort in generating the eval, but if the employee is entitled to know what his past performance has been, then do it.
