Union Recruitment - is this legal?

We are a union facility but have a clause in our contract that allows EEs to "opt out" of the union at each contract expiration. They maintain all benefits, etc. but are not members of the union.

This AM I received complaints from several of our employees that representatives of the union came to their homes last night, uninvited, to recruit them back into the union. They came with pamphlets and asked them to sign back up for the union, all the while making promises of things that they would be able to do for them if they rejoined.

My question is whether or not this is legal?
