cost of living raise

Hi everyone, I need your expertise, We will be giving the employee's their annual review, but some supervisor's want to give cost of living raise plus a merit raise, what percentage is used in California?, I have checked the SSA and right now they are giving 2% increase thanks for your help

In the past we have used the California Comsumer Price Index for Urban Wage earners. As of January 1, 2005 it is 2.7%.

Maybe I should move to California.
