Does anyone know if there is any federal/EEOC mandate that you must post job openings.

I don't know of one unless you are under an AAP. If you are under an AAP you need to make sure your "pool" of candidates have an opportunity to apply.

The vietnam era veterans readjustment assistance act requires federal contractors and subcontractors to list with the local State employment service all employment openings except for executive and top management jobs and jobs which the contractor expects to fill from within.
