What is full time in California?

We are a manufacturer in Kansas but have service centers in other states, such as California. As a policy we don't offer benefits to part time employees, which to us is anything less than 40. We currently have a part time employee working in California and she was asking about paid time off. When I told her our company policy, she said she thought full time in California was anything over 30 hours. She regularly does work 30+ hours a week. What is considered full time in California and what benefits does that affect? All of them? Some of them?

Rusky: Unless California is different, which I expect, full-time is defined by the employer, not the State.
