Can anyone direct me to where I can find information on how to prepare a Human Resources Department Budget?

    No matter where I've worked, I was provided a copy of the previous year's budget. Draw from that. Make adjustments in what you project you'll need in advertising, office supplies, training & education, travel, publications, etc. Even if you're starting the budget from scratch, you'll still be given some basis to build upon.
