Maternity Leave Policy

I have been asked by a friend in a small organization to review their proposed maternity leave policy.
They only have 12-15 employees (mostly female) so FMLA doesn't apply.
I recommended they treat leave for pregnancy just like any other medical or personal leave, but my friend feels they need to specifically address maternity/parental leave.
Any suggestions or sample policies from those of you in smaller organizations that aren't required to offer FML?
