OSHA log question

For all the OSHA gurus: When completing the OSHA log and classifying the case (columns G-J), the directions say to check only the most serious result for each case. Now, obviously, death aside, how do you all decide which is more serious - lost time or job transfer/restriction? Often, we have employees who lose a small number of days (say 2) but then are on restricted duty for longer (maybe 15 days). Which would be more serious in your opinion?

To clarify: when completing columns K and L, we are supposed to enter data in both columns (if applicable) even if we don't check the corresponding box in columns G-J (because we had to choose the most serious).

Believe it or not, I have been completing the log for several years, but now that I am trying to actually put down the procedure on paper I have totally confused myself. I did check the OSHA website but had trouble finding what I needed.
