Termination/Paying Incentive Bonus?

Hello,
We have terminated a manager who is entitled to quarterly incentive bonuses if he makes his numbers for the quarter.

Since the quarter is not finished, and all the accounting is not finished for the periods 1 and 2 (we don't know yet if he made his budget), do we owe him any of the bonus?

His bonus was part of his compensation so I would pay him if he reaches his budget once the period is over and you know for sure. Follow up with a letter with figures whether he does or doesn't receive the bonus.
