Layoff Analysis Forms

Does anyone have a set of forms that are used to analyze critical positions, incumbent viability in a reduced organization and rate employees for layoff?? I saw some really good ones years ago but can';t find them (so what else is new)...no point in re-inventing the wheel if someone has a good tool for this purpose....anyone??? I appreciate any help offered...
