Is a company obligated to give the results of a drug test to an applicant regardless if it's positive or negative?

I may be missing something here, but it seems like it might be obvious if the results were positive, you reject them for not passing the drug test.

You should not give them a copy of anything. Tell them to see the collection site if they want to demand that. If you hire them, it should be obvious. If you don't, they should have already been told by the MRO or you. But you're not obligated to give them a copy, at least in this state.

Short answer: No. Test results, whether positive or negative, are the property of the company, not the individual. If they want it for purposes of contesting the result, have them contact the testing laboratory when they go to get the sample retested.
