AAARGH! UI

We have to do wages earned report for UI as well as ee's on disability and with housing. I don't do payroll so whenever I get one I hand it over to the normally nice young lady who shelves it and completely ignores my warnings that there are deadlines on those reports. She becomes livid if I insist she finish them before the deadline. She is truly overworked so I sympathise but these have to be done! On top of that our old payroll company could not get a report together that we could produce at the touch of a button.
My two part question is: What are the penalties for consistently not producing this info for UI? I realise that we can't contest but I want cold, hard cash figures which is the only language the finance department speaks.
Also I can put together very close estimates using exact hours worked and rate of pay. I can't include deductions though so I'm wondering if that is important for tax reasons?
