New Dental SPD and No Privacy Statement?

We received a revised and updated SPD from our Dental plan administrator. This plan was suppose to be updated with the latest regulations including HIPAA EGTRA and COBRA. They got the EGTRA and COBRA reg right, but only mentioned HIPAA once and that was to say that the dental plan was a stand alone and not required to be in compliance with HIPAA. I don't know if that is correct. Can anyone help?
