Affirmative Action Plans

Do any of my colleagues know if affirmative action plans are required for a municipality that receives grants from the federal government or enters into "cooperative agreements" with federal agencies? I know if the city enters into "contracts" with uncle sam, but what about grants or cooperative agreements?
