Supervising Technology Position

We will hire a Technology Coordinator to handle our software: database, website, intranet, etc. He, of course, has a very extensive technical background. Considering that none of us are knowledgeable enough on the "techie side" subject matter, does anyone have any suggestions on how to supervise this position (in terms of actually being able to understand what he does all day and/or if he's utilizing his time efficiently)? We will have several units requiring various projects from and I'm trying to determine how to handle the prioritization of these projects ... again, considering that we are not familiar with the technical aspects of the position.
