Workforce Reduction

Does anyone have recent experience with workforce reductions? If so, I'm curious to know what criteria or process you used to determine which programs/services to eliminate or reduce. We are in the process of trying to eliminate several positions over the next couple of years and are having trouble figuring out where to start and how to be fair. Any suggestions?
