The "Need to Know"

Does anyone have, or is there a legal definition for the "need to know" provisions used when refering to personnel/medical records and information?

If you define this in anyway, would you be willing to share that definition?

    Under what type of circumstance? ADA? HIPAA? General personnel information?

    Some laws would require proof of a greater need to know than others. HIPAA addresses only information relating to the medical plan.

    I'm interested for general personnel information. However, if you know where I can get the specific infor for ADA & HIPAA, I would appreciate that information as well.
