Terminated Employees rights to Personnel Record Information

A terminated employee has contacted me asking if i can copy information in her
Personnel File. I checked and according to law in the state of Pa, we do not need to allow current employees to copy any information, only make notes with an employment respresentative. I can not find any information on terminated employees rights to access. I am trying to find out what a terminated employees rights are as in regards to accessing their personnel information, taking notes or copying.
Does anyone know if there is an PA state law on terminated employees rights?
