Privacy laws affecting disclosure of personal information?

He is doing so and informed his driver he would now need a CDL to drive the vehicle (delivering hay). The driver can't get the CDL due to a medical condition. The GM emails me, then emails half the free world detailing the medical condition that precludes the driver from getting his CDL. I reamed him, threatened him with HIPPA tho I didn't think it applies in this instance. Besides common sense what would?
