Infection Control Training

Our company has close to 700 employees. We are currently conducting Infection Control Training at new employee orientation for all new employees, and then mandating yearly refreshers. We are trying to be OSHA compliant. I know we have to offer this to all workers in positons that might have a reasonable expectation of exposure, such as all medical personnel, service providers, (health care), janitorial workers and such. What do other people see as reasonable expectation of exposure for positions like clerical workers, retail store personnel, truck drivers, human resources staff, and public relations staff? Is it safer to require everyone to redo every year?
