Testing for Finance Clerk

We are currently recruiting for a Finance Clerk. Duties include accepting payments on utility bills (water, sewer, etc.) and taxes; reconcille cash drawer, and associated reports.
Our last candidate had a glowing resume and fantastic references - I even confirmed the authenticity of the referrals.
You guessed. The employee can't do the job; dispite coaching and re-training.
What test is available to give applicants (interviewed) on basic bookkeeping skills? Anyone have one?
