Noncompete agreements for current employees

We are expanding our noncompete agreement, and I understand that we can require prospective employees to sign it, or we can withdraw the job offer if they refuse. But I can only find a few legal references to current employees. I understand that we can require them to sign IF we offer them something of value in exchange, for example $50, or a paid day off. But what happens if they refuse to sign even then? Beyond overlooking them for future promotions do we have other alternatives to be sure everyone is willing to sign on?
